Abstract

Project Management Support The Cyfarthfa Plan outlined a vision for developing Cyfarthfa Castle and Park at Merthyr Tydfil into a major visitor attraction of international quality. The Cyfarthfa Foundation aims to deliver a radical overhaul of the Grade 1 listed castle building that is currently in poor condition. The final use of the castle is yet to be determined, although it is likely to be predominantly culturally focused, with a high quality museum and art gallery element. The Cyfarthfa Foundation, that is leading the work at Cyfarthfa, wishes to appoint a consultant to support us during RIBA Stage 0-1. In order to develop an architectural brief, we will first need to undertake a number of site studies and appraisals to inform our decision making on how best to develop the Castle project. We are looking for project management support for both 1) initial scoping of required studies and 2) ongoing management of these over the next 6-12 months. Initially, we are seeking a fixed fee proposal to work with the Foundation to identify the required surveys and studies which will be needed to inform the development of an architectural brief, and develop an associated programme and budget costs for these. The below list is not exhaustive, but gives an indication of our assumptions: a. Environmental surveys b. Traffic and accessibility surveys c. Archaeological studies d. Cadw consultation e. Geotechnical studies f. Topographical surveys g. Integration with site (park entrances etc) Timescale and Scoring The Foundation hopes to complete Part 1 of the brief, agreeing the scope of required studies, by late-September 2023. Further to this, and subject to budget and programme agreement, we will be looking to undertake Part 2 (delivery of studies) between November 23 – June 24. Applications will be assessed on a 40/60 cost/quality basis. Tender responses are sought by 31st July 2023. Fee Fixed fee proposals are invited for the development of the initial scope, an outline programme and budget costs. Further to this, we request information regarding your proposed methodology of managing the required contracts on behalf of the Cyfarthfa Foundation. Information on your proposed team, experience and competence should be submitted alongside information on day rates.
