Minimum standards and qualification required
The contract will require the provider to advise, deliver, and report on the results of cognitive testing of certain constructs, questions, and response options within the School Sport Survey. Cognitive testing should encompass individuals aged 7 to 16, spanning school years 3 to 11. It is important that testing ensures a diverse demographic representation within this age range to accurately reflect the survey's intended participants.
The tender contains two stages - Stage 1 and Stage 2. The initial contract awarded will be for the completion of Stage 1, with a view to extend the contract to complete Stage 2 at a later date and at Sport Wales’ discretion. Applicants should provide responses in their application and quotations for both Stage 1 and Stage 2.
Stage 1 will look to include the cognitive testing of:
• Young people’s comprehension of circa 10 sports
• Young people’s understanding of three participation settings, namely extracurricular, community club, and ‘somewhere else’
• Young people’s interpretation of frequency of participation response options
In 2022, the School Sport Survey was delivered in easy-read format. Sport Wales would therefore also like to prioritise the testing of the easy-read format of the above constructs, questions, and response options within Stage 1.
Stage 2 will look to include the cognitive testing of:
• Young people’s comprehension of additional sports as necessary (approximately 20 specific sports)
• Young people’s comprehension of current demographic questions (e.g., sex, age, ethnicity etc.)
• Young people’s comprehension of wellbeing questions (e.g., confidence to try new sports, enjoyment of sport in various settings etc.)
Taken together, Stage 2 requires the testing of approximately 18 survey questions. As above, the testing of these constructs, questions, and response options should be performed through the lens of an easy-read format.
It is expected that the successful tender would work with the Sport Wales insight team to further prioritise which of the above to test, with quality and depth of knowledge being of grater importance than quantity of constructs tested, in both Stage 1 and Stage 2.
The initial contract for Stage 1 has an anticipated value of £10,000, and an anticipated delivery time of 6-months. Stage 2 also has an additional anticipated value of £10,0000 and an additional anticipated delivery time of 6-months, which will be awarded at Sport Wales’ discretion depending on future work that unveils itself as part of Stage 1.
Payments will be made upon completion and delivery of each stage.
The provider must allocate a dedicated account manager. Scheduled communications will be part of the contract with collaborative meetings planned in the lead up to the delivery of the cognitive testing, as well as regular, scheduled updates on progress. At each point, discussions will centre around progress, ongoing improvements, and issues.
The Provider will be expected respond to any queries or issues within a 48-hour period (excluding weekends).
