This PIN is a call for preliminary market consultation with companies that may be interested in feeding into the strategy development etc. It is NOT a call for competition, To register your interest please contact Steven Hogg by email at s.hogg@neupc.ac.uk no later than 6th September 2024.
Any subsequent invitation to tender associated to this PIN will tendered via a PCR compliant procedure following a Contract Notice in due course that will state the appropriate deadline date and time for responses. Please note the Contracts Finder deadline date stated is auto-populated.
NEUPC recognises that some members of the contracting authority or the other contracting authority on behalf of which the contracting authority is purchasing ("Members") are currently, and may in the future, fall outside of the legal definition of a "body governed by public law" or “contracting authority” for the purposes of the Public Contracts Regulations 2015 (PCR 2015). Whilst each Member should take its own legal and commercial advice as to the suitability or otherwise of a framework agreement, NEUPC does not impose any additional restrictions on use of its framework agreements by such Members. The Framework Agreement shall be available to current and future Members and their partners regardless of whether or not they are to be defined as "body governed by public law" or “contracting authority” for the purpose of the PCR 2015.
It is possible that some of the future call off contracts under this framework may be part funded from external streams, including European Union (EU) funding (eg ERDF/ESF) and potentially other research bodies. All funding assessed under this framework will be considered compliant for the purposes of external funding by the named participants.
