Abstract

Devon County Council (DCC) would like to commence market engagement activity, supporting opportunities with providers to inform the future design of:

- Education placements for children and young people with special education needs & disabilities (SEND) and statutory Education, Health & Care Plans (EHCP's)

- Alternative education support services for children and young people in Devon

DCC will be hosting market warming events to formally engage with providers and stakeholders. Events will be a mixture of short presentations and workshop style activities, discussion and collaboration.

The first events will take place on Monday 14th October 2024 in person, venue to be confirmed.

Event 1 (Bespoke education placements for children and young people with special educational needs and disabilities (SEND) and Education, Health and Care Plans (EHCPs) Independent Sector) - Monday 14th October 2024, 10am -1pm.

This will be focused on exploring feedback and elements of design linked to any future bespoke education and learning placements for children and young people with SEND and EHCP's within independent settings.

Event 2 (Alternative Education Provision) - Monday 14th October 2024, 2pm - 5pm. This will be focused on exploring feedback and elements of design linked to any future short term alternative education provision support for children & young people.

Devon County Council (DCC) would like to commence market engagement activity, supporting opportunities with providers to inform the future design of:

- Education placements for children and young people with special education needs & disabilities (SEND) and statutory Education, Health & Care Plans (EHCP's)

- Alternative education support services for children and young people in Devon

DCC is looking to work in partnership with an organisation or a number of organisations to support identified children and young people in Devon to:

- Have the best start in life as they grow into adults, acquiring the skills they need along the way

- Have access to education & opportunities to learn which meet their needs, and which enables them to make progress and achieve the best possible outcomes.

- Have access to the right support, in the right place & at the right time, enabling them to access education and learning effectively,

- Support positive health & wellbeing, develop resilience and readiness for learning within education settings.

DCC will be looking to design & commission an opportunity which is likely to include delivery of the following services:

- Bespoke education placements within the independent sector which meets the needs of identified cohorts of children and young people pre-16 with SEND and statutory EHCP's. These will enable children & young people to access education and learning effectively to achieve positive outcomes. This could include preparing & supporting opportunities for children & young people to return to mainstream education appropriately.

- Bespoke education placements within the independent sector which meets the needs of identified cohorts of children & young people post-16 with SEND and statutory EHCP's. This will enable children & young people to access further education and learning effectively to achieve positive outcomes, support children and young people to prepare for adulthood and to transition to the right next steps for them.

- Short term alternative education provision support for children & young people which enables them to continue to access education & learning for an interim period and which prepares them to transition and reintegrate back into school successfully. Identified cohorts of children and young people are likely to include those who are unable to attend school for a variety of reasons, for example due to medical needs or permanent exclusion. DCC could be looking to explore a range of short-term alternative education provision as part of this opportunity to best meet needs. For example, tutoring services, education based mentoring services, education-based activities and learning support provided outside a ‘typical’ classroom setting.
