YPO is a leading public sector procurement authority with over 50 years’ experience and presence in the market. YPO wishes to initiate market consultation for the development of a modular building framework.
It is YPO’s vision to design a solution that will support public sector organisations nationally in the procurement of modular buildings.
YPO’s public sector customers are bound by strict regulations concerning procurement and public tendering such as PCR 2015 and upcoming Procurement Act 2023 and Procurement Regulations 2024.
YPO reserves the right to not commit to advertising this tender. Any information provided by suppliers and customers prior to any advertising of the tender will not be used to determine the outcome of any processes.
Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Public Contract Regulations 2015/ Procurement Act 2023 as relevant.

In order to gain further insight into the modular building market YPO intend to issue a questionnaire, with the responses helping to determine the most effective structure for the proposed framework. Further engagement activity may be conducted with respondents to clarify responses.
Prospective providers wishing to participate should in the first instance email Louise Hardcastle, YPO’s project lead, at construction@ypo.co.uk with the subject heading “1230 Modular Building” by close of business on 18 September 2024.
Upon receipt of the expressions of interest further details will be made available.

YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 08 working days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Procurement Act 2023 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
