Introduction Heneb invites tenders from individuals or organisations from diverse ethnic and cultural backgrounds to deliver the second phase of a project funded by Cadw under the Welsh Government’s Anti-Racist Wales Action Plan (ArWAP). This project seeks to identify and record cultural sites of significance to ethnically and culturally diverse communities in Wales, to enhance representation within the Historic Environment Record (HER). This work builds on a successful first year of scoping activity in southeast Wales and is intended to expand and deepen the understanding and documentation of underrepresented cultural heritage across Wales, and to raise awareness of the HER and its contents to people who may not currently use it. 2. Background and Context The Anti-Racist Wales Action Plan (ArWAP) commits the Welsh Government and its partners to taking meaningful, long-term action to tackle structural and institutional racism. Within this, the heritage sector is tasked with ensuring the historic environment record is inclusive, representative, and reflective of all communities. In 2024–25, a pilot project scoped methodologies for engaging with diverse communities and identifying underrepresented cultural sites. This second phase will implement and refine these approaches, ensuring the sites are documented to national HER standards. 3. Project Scope and Objectives The successful tenderer will: • Engage with ethnically and culturally diverse communities across Wales to identify sites of cultural, historical, and social importance. • Document and assess sites against HER criteria, including spatial data, historical significance, and associated narratives. • Deposit data to the HER in line with Guidance-for-the-Submission-of-Data-to-Welsh-HERs-V4-EN.pdf. • Collaborate with local and national stakeholders including HER curators, community groups, and heritage bodies. • Produce a final report outlining methodology, findings, recommendations, and future potential terminology for HER inclusion. • Deliver presentations or workshops as agreed, to share findings with sector professionals and community participants and to take on board new ideas and information. • Identify appropriate funding opportunities to extend/expand the project, e.g. for creative off-shoots and extended engagement. This is an eighteen-month project with phased deliverables agreed in consultation with the commissioning body. 4. Tender Requirements We welcome tenders from individuals or teams with: • A background from a diverse ethnic and/or cultural group, in line with the objectives of ArWAP. • Experience in community engagement, especially with marginalised or underrepresented groups. • Familiarity with the historic environment sector in Wales or the UK. • Knowledge of Historic Environment Record (HER) systems and/or data capture standards (desirable but not essential; training can be provided). • Strong written and oral communication skills, including in digital formats. • A demonstrable commitment to anti-racist practice and inclusive research. 5. Budget The total budget for this commission is £30,000, inclusive of all fees, expenses, VAT, and travel, with the potential for additional funding subject to successful tendering. 1. Introduction

1. Cyflwyniad

Mae Heneb yn gwahodd tendrau gan unigolion neu sefydliadau o gefndiroedd ethnig a diwylliannol amrywiol i gyflawni ail gam prosiect sydd wedi ei ariannu gan Cadw o dan Gynllun Gweithredu Cymru Wrth-hiliol Llywodraeth Cymru (ArWAP). Nod y prosiect hwn yw nodi a chofnodi safleoedd diwylliannol o bwys i gymunedau ethnig a diwylliannol amrywiol yng Nghymru, er mwyn gwella cynrychiolaeth yn y Cofnod Amgylchedd Hanesyddol (CAH). Mae’r gwaith hwn yn adeiladu ar flwyddyn gyntaf lwyddiannus o weithgarwch cwmpasu yn ne-ddwyrain Cymru a’i fwriad yw ehangu a dyfnhau dealltwriaeth a’r dogfennu o dreftadaeth ddiwylliannol sy’n cael ei thangynrychioli ar hyd a lled Cymru, a chodi ymwybyddiaeth o’r Cofnod Amgylchedd Hanesyddol a’i gynnwys ymysg pobl sydd efallai ddim yn ei ddefnyddio ar hyn o bryd.

2. Cefndir a Chyd-destun

Mae Cynllun Gweithredu Cymru Wrth-hiliol (ArWAP) yn ymrwymo Llywodraeth Cymru a’i phartneriaid i gymryd camau ystyrlon a hirdymor i fynd i’r afael â hiliaeth strwythurol a sefydliadol. O fewn hyn, mae’r sector treftadaeth yn gyfrifol am sicrhau bod cofnod amgylchedd hanesyddol yn gynhwysol, yn gynrychioliadol ac yn adlewyrchu pob cymuned. Yn 2024-25, bu prosiect peilot archwilio fethodolegau ar gyfer ymgysylltu â chymunedau amrywiol a nodi safleoedd diwylliannol heb gynrychiolaeth ddigonol. Bydd yr ail gam hwn yn gweithredu ac yn mireinio’r dulliau hyn, gan sicrhau bod y safleoedd yn cael eu cofnodi yn unol â safonau CAH cenedlaethol.

3. Cwmpas ac Amcanion y Prosiect

Bydd y sawl sydd â’r tendr llwyddiannus yn:

• Ymgysylltu â chymunedau sy’n amrywiol o ran ethnigrwydd a diwylliant ar hyd a lled Cymru er mwyn nodi safleoedd o bwysigrwydd diwylliannol, hanesyddol a chymdeithasol.

• Dogfennu ac asesu safleoedd yn erbyn meini prawf CAH, gan gynnwys data gofodol, arwyddocâd hanesyddol, a naratifau cysylltiedig.

• Rhoi data yn y CAH yn unol â’r Cyfarwyddiadau ar gyfer Cyflwyno Data i Gofnod Amgylchedd Hanesyddol Heneb (CAH).

• Cydweithio â rhanddeiliaid lleol a chenedlaethol gan gynnwys curaduron CAH, grwpiau cymunedol a chyrff treftadaeth.

• Llunio adroddiad terfynol yn amlinellu methodoleg, canfyddiadau, argymhellion, a therminoleg bosibl i’w chynnwys ar y CAH yn y dyfodol.

• Darparu cyflwyniadau neu weithdai fel y cytunwyd, i rannu canfyddiadau â gweithwyr proffesiynol yn y sector a chyfranogwyr yn y gymuned ac i ystyried syniadau a gwybodaeth newydd.

• Nodi cyfleoedd cyllido priodol i ymestyn/ehangu’r prosiect, e.e. ar gyfer datrysiadau creadigol ac ymgysylltu estynedig.

Mae hwn yn brosiect deunaw mis gydag elfennau i’w cyflawni fesul cam y cytunwyd arnynt ar ôl ymgynghori â’r corff comisiynu.
