The successful provider should take account of the Culture and Welsh Language goal as defined in the Well-being of Future Generations Act.

• Option 5 – Do maximum

Establish a Culture Act.

In reference to Option 5, the final output should demonstrate what this legislation could include and how it could be delivered. We are particularly interested in how a Culture Act could:

• Enable a statutory cultural offer across Wales – particularly at local government level.

• Be delivered equitably through existing and new statutory services and widen access and participation in culture.

• Address current funding challenges and propose new financial models to support the implementation of a Culture Act.

• Recognise and protect the cultural rights of future generations

• Complement or impact on the implementation of the Well-being of Future Generations Act and the assessment of existing statutory requirements around archive and library provision.

We welcome other options as you see appropriate.
