II.2.4) Description of the procurement
This is a contract for the provision of a Peer Support Programme that works with women in the justice system through partnership and in collaboration with the Willow Service, a provision run by the Council.
The Peer Support Programme supports women to build lives free from abuse, increasing their confidence and wellbeing, and encourages participation in pro-social activities, while introducing individuals to peers with similar lived experiences through regular group sessions.

Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
This approach is considered justified and aligned to the Procurement Reform (Scotland) Act 2014, which states that Public Sector Organisations may award a contract without seeking offers, considering the principles of procurement where relevant. In this instance, there was no suitable supply market that the Council could access within the required timeframe. This method of award will mitigate the risk of a gap in delivery of the services, minimising the impact on the supported individuals. The approach also takes into consideration that a sudden change in provider would not allow for an effective transition which may be disruptive and damage the relationships that have been established previously. This route for award of contract was considered to be in the best of interests of the vulnerable people recieving the service.
