Description of the goods or services required
Provide a Wales-wide Community Buildings Energy Retrofit Reports Service for the Egin programme.
It must contain the following elements:
- On-site energy/building assessments and associated data gathering by a qualified professional Retrofit Assessor in line with PAS2035:2023 as it applies to community buildings, with a member of the beneficiary organisation present wherever possible.
- Energy audit reports produced by the Retrofit Assessors, using a standard template and quality assured by a third party, is sent to the beneficiary organisation and to DTA Wales
- The Retrofit Assessor remains available within reason to follow up clarifications and explanations arising from the report
- Energy planning sessions (online or in person) subsequently held with beneficiary organisations to help them comprehend the report and identify immediate next steps, resulting in an energy action plan created by the service provider and delivered to – ideally embedded within - the organisation (copy to DTA Wales).
- All reports to be of a professional standard and covered by PII held by the service provider.
- When requested by a group, an assessor fluent in Welsh shall be assigned
- Single point of contact for DTA Wales to refer beneficiary organisations to, and to raise any issues, and who will attend regular management/progress meetings with DTA Wales
- Quarterly progress reports delivered to DTA Wales
Referrals for this service may come from :
- One of 8 counties that have been prioritised due to being under-served to date through Egin (Flintshire, Anglesey, Conwy, Vale of Glamorgan, Blaenau Gwent, Torfaen, Wrexham, Denbighshire)
- Anywhere across Wales if an organisation is located within a high-ranking WIMD area
DTA Wales will manage the initial triage of groups as they come through the Egin programme and endeavour to manage the workflow to the contractor in the most effective and cost-efficient manner.
Referrals will only be made for groups who have first signed up to the Egin programme for support and created an Egin Action Plan with support from DTA staff.
We have an available budget of £45,000 for this work package, with which to deliver the maximum number of quality audits (including follow-up).
It is understood that audits may be considered either standard or complex based on the nature of a building, and a higher rate charged for the latter which would reduce the total number of audits delivered within the budget.
Timescale
This service will cover a 10-month period from Sep 2025 to Jun 2026, or earlier if the available budget has been spent.
