Abstract

This PIN is being published to gather interest from suppliers for a closed tender to be issued week commencing 18th August 2025. Interested suppliers must register interest via Sell2Wales by 17th August 2025 to receive the tender. Architectural Scope of Services will include: • Strategic design leadership to Stage 3+. • Compliance with UK Building Regulations and statutory guidance. • Revit modelling, detailed drawings, specifications and stage-end architectural reports. • Value engineering, material selection, and programme management • CDM related responsibilities, health and safety submissions, and risk assessments. Lead Consultant Scope Includes: • Preparation of Design Responsibility Matrix and Technology Strategy. • Coordination across consultants, specialist subcontractors and suppliers. • BIM coordination, clash detection and conformity reviews. • Oversight of planning workshops, communication protocols, and progress reporting. • Planning submission liaison and monthly progress updates. Stage 3+ (Developed Design) Deliverables Include: • Detailed architectural development through to planning submission. • Integration of design team outputs (structural, M&E, safety, etc.) with coordination of interfaces. • Comprehensive documentation: 2D architectural drawings, specifications, CGI visuals, boundary and landscape details, signage, services details, fire strategy, building materials, access, and party wall advice. • BREEAM compliance, CGI visuals, VE participation, construction strategy updates, Building Regulation approvals, and planning submissions.

Opportunity Overview:

Wyeside Arts Centre invites suitably qualified architectural practices with experience in Grade II listed buildings, arts projects and capital developments to express an interest for the provision of Architectural and Lead Consultant Services through RIBA Stage 3+ (Developed Design) and the completion of planning and building control submissions by March 2026, which is a demand of the secured funding. Projects will advance subject to additional funding through RIBA Stages 4–6.

Wyeside Arts Centre operates a 183-seat cinema, 158-seat Market Theatre, gallery, artists’ working space, foyer, box office, and two bars. A RIBA Stage 2 feasibility study confirmed the need to reimagine the venue, with an emphasis on community accessibility, financial resilience, and cultural adaptability by transforming spatial configuration and facility functionality.

The preferred scheme highlights:

• Substantial demolition, structural works, internal finishes, and specialist installations (AV, cinema projection, hearing loops, acoustic treatments).

• Creation of larger public ground-floor spaces by removing internal walls.

• Subdivision of the cinema into two smaller auditoria.

• Rear extension incorporating a lightweight floor and roof structure to accommodate a riverside function room.

• Integration of heritage, sustainability, and statutory design requirements

3 Conditions for Participation

3.1

Minimum standards and qualification required

Required Experience & Qualifications:

• Proven expertise in delivering refurbishment of Grade II listed buildings, especially cultural venues.

• Demonstrated ability to manage capital arts developments, sensitive heritage modifications, and complex performance oriented spaces.

• Strong track record in project coordination, compliance, funding deadlines, and rapid tender mobilization.

• Knowledge of Welsh planning and Building Regulations

• BIM/REVIT capabilities

• Appropriate levels of Professional Indemnity Insurance and company financial health to be demonstrated at ITT stage.

• Experience of three similar projects within the past 3 years to be submitted at PIN stage.

Tender & Contact Details:

• A single combined quantitative and qualitative tender (70/30 split) will be issued via Sell2Wales week commencing 18th August 2025. The opportunity will be run as a closed tender open to those expressing interest via this notice.

• Tender submissions must be received within 10 working days of ITT publication due to tight funding deadlines (WG/ACW).

• Planning/Building Control Submission before March 2026 due to funding deadlines.
