West Wales Rivers Trust (WWRT) are working with Carmarthenshire Council to explore opportunities for improving biodiversity in a Council owned field bordering the Afon Dewi Fawr, a tributary of the Afon Cynin at St Clears, Carmarthenshire.
The site previously contained a tarmac cycle path which bordered the river, however in recent years, due to erosion risk, this path has been moved outside of the field. However, whilst the tarmac has been removed from the old path, its foundations (likely composed of historic dredgings) still remain in the form of an earth bund along the river. The presence and size of this earth bund has been confirmed by a topographic survey of the site.
WWRT wish to remove the bund along length of the site by lowering by an average of 20-30cm to take it inline with the adjacent land height. This will let any floodwaters find their own course and exit over the land, increasing the connectivity of the floodplain to the adjacent river. However, the new path is situated in Flood Zone 3 and is known to flood during high tides (frequency of flooding unknown), causing the path to be closed on occasion. WWRT therefore require the provision of flood modelling to determine whether the removal of the earth bund would impact on flood risk to the path.
Carmarthenshire County Council have advised that planning permission is not needed for the bund removal but it will be needed for construction of a new bund to protect the cycle path at the top of the site from flooding if this is shown to be necessary / needed within the flood modelling.
WWRT require the services of a consultant to deliver the following:
1) To carry out flood modelling to assess whether the removal of the earth bund would increase the risk of flooding (tidal and fluvial) to the cycle path.
2) If flood risk is shown to increase, to carry out flood modelling to assess whether this risk could be reduced or reversed by the movement of the existing bund, to be rebuilt along the fenceline above the path.
3) Provide mitigation recommendations to protect cycle path if modelling demonstrates that flooding will occur with increased frequency or severity.
