This notice is an intention to award a contract for Cwm Taf Morgannwg based on a Direct Award, conducted under
the agreement from NHS SBS – Insourcing of Clinical Services (SBS10203)
This award was made to establish a short notice short-term
contract to cover Insourcing to increase additional Endoscopy capacity at Prince Charles Hospital and support the reduction in core Endoscopy Procedure waiting times. Key to the planned award is existing staffing and service knowledge of the site to enable meeting the Health Board requirements.
This is a Provider Selection Regime Wales (PSR Wales) intention to award notice.
The awarding of this
contract is subject to the Health Services (Provider Selection Regime) (Wales) Regulations 2025. For the avoidance of doubt, the
provisions of the Public Contracts Regulations 2015/Procurement Act 2023 do not apply to this award. The publication of this notice marks the start of the standstill period and grace for representations up to midnight Tuesday 26th August 2025. This contract has not yet formally been awarded; this notice serves as an
intention to award under the PSR Wales.

Explanation
Use of Framework direct award route - the planning and finance was only approved in August due to additional capacity restraints. With the additional capacity now being released for further Endoscopy procedures, there is no time to operate a competitive process and meet the planned activity targets.
