Description of the goods or services required

Conwy County Borough Council wishes to appoint a suitable Supplier to deliver, and evaluate a comprehensive consultation process on the adoption of a potential Visitor Levy in Conwy County, ensuring broad and inclusive engagement, robust data collection, and evidence-based evaluation to inform decision-making.

The term of the contract period will be for 4 months.

Total quantity or scope of tender

To independently deliver, facilitate and evaluate a transparent, inclusive, and evidence-led consultation that enables residents, businesses, the tourism sector, visitors, and other stakeholders to share their views on whether Conwy Council should adopt the Welsh Government's proposed Visitor Levy.

The successful consultant / consultancy will meet the following objectives:

• Engage stakeholders across Conwy County including residents, visitors, accommodation providers, tourism businesses and the wider business community to inform them about the legislation and get their views on whether Conwy County Borough Council should opt in to charge a visitor levy.

• Ensure transparency, accessibility, and neutrality in the consultation process.

• Collect and analyse quantitative and qualitative feedback.

• Provide clear, actionable insights and an evidence-based recommendation on stakeholder sentiment and key concerns.

• Deliver a full evaluation of the consultation process, with lessons learned and recommendations for future engagement.

It is expected that Conwy Council’s consultation will begin on 1st October 2025 and end on 31st December 2025.
