Description of the goods or services required

Works are to be undertaken for Phase 2 of the demobolisation works for the CVL compounds decommissioning. Phase 3 of these works is included as an option.

Compound locations for both phases are detailed in the IIT pack.

The indicative scope for each compound includes but is not limited to:

Removal and disposal of heras fencing

Removal and disposal of temporary granular stone roads and hard standings

Removal and disposal / transfer to storage of legato blocks

Removal and disposal of troughing protection

Removal and disposal of scrap rail products (e.g. sleepers)

Light de-vegetation

Removal and disposal of general site detritus

Reinstatement of surfaces (including but not limited to tarmac and concrete)

Total quantity or scope of tender

The detailed scope is included within the ITT pack.

Phase 2 works covers 8 compound locations and the potential works in Phase 3 covers a further 10 compound locations.

Each compound will have a specific scope of work, as detailed in the ITT pack.

The capacity of the agreement includes current known compounds and any additional compounds requiring similar works, should they arise. Capacity is also included within the agreement for any unforeseen/unknown works directly associated with the decommissioning of the compounds.

The anticipated contract term is from 20th October 2025 to the 30th June 2027, plus an option to extend for a further 12 months.

Minimum standards and qualification required

As outlined in ITT Volumes 1 & 2 of the ITT pack.

Suppliers must meet the minimum legal, technical, and insurance

requirements. Only complete and timely tender submissions will be considered for evaluation.

This is an open single phase tender.

All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders. The contracting authority reserves the right to award the Contract in whole or in part. The contracting authority reserves the right to pause, halt and/or annul the tendering process and not to award the Contract.

1. Register your company on the eSourcing portal (this is only required once)- Browse the eSourcing portal: https://etenderwales.bravosolution.co.uk/ and click the link to register- Accept the Ts and Cs and click 'continue'- Enter your correct business/user details

2. Express an interest in the tender- Log into the portal with the username/password- Click the 'ITT Open to all suppliers' link- Click on ITT_119709 - Click the 'express interest' button at the top of the page- This will move the ITT into your 'my ITT's page (this is a secure area reserved for your projects only)- You can now access any attachments by clicking 'buyer attachments' in the 'ITT details' box

3. Responding to the tender- Click 'my response' under 'ITT details' and you can choose to 'create response' or to 'decline to respond' (please give a reason if declining)- You can now use the 'messages' function to communicate with the buyer and seek any clarification- Note the deadline for completion and then follow the on screen instructions to complete the tender response

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

ITT Volume 4 Terms and Conditions outlines a potential requirement for the Contractor to populate the Community Benefits Measurement Tool and report monthly.

The buyer considers that this contract is suitable for consortia bidding.
