Abstract

Overview Founded on the 1st of July 2018, Hafren Dyfrdwy is an operating subsidiary of the FTSE 100 company Severn Trent Plc and one of 11 regulated water and sewerage companies in England and Wales. Hafren Dyfrdwy’s purpose is to serve our communities and build a lasting water legacy. To us this can only be achieved through delivering an outstanding customer experience, providing a best value service and being at the forefront of environmental leadership. Llyn Clywedog is one of Hafren Dyfrdwy’s visitor sites and largest reservoirs. It was built in the 1960s to regulate the flow of water to the River Severn during the winter months, and to ensure a minimum flow during the summer. A successful bid for Welsh Government funding through The Woodland Investment Grant (TWIG) has created an opportunity to enhance biodiversity and boost visitor experience at Llyn Clywedog. This work will include replacing an existing bird hide, located at the south-western end of the reservoir. The bird hide was previously a worthwhile visitor asset but now poses a risk to visitor safety through rotten wooden panels and could attract anti-social behaviour. Outputs/Deliverables The following outputs will be required: - Existing structure demolished and removed - New structure installed – wooden shelter with roof and 3 panel sides - Steps down to the bird hide cleared of vegetation and 8 rotten wooden steps replaced[DM1.1] - Bowing wall to right of bird hide shored up – wooden batons replaced as necessary - Grounds around bird hide gravelled Please see photographs of the current condition of the bird hide, plus map and grid reference below. HD expect the delivery of this work to be carried out between the start of May[DM2.1] 2027 and the end of June 2027. In order to carry out this work, Hafren Dyfrdwy will need to obtain planning permission. The anticipated budget is £17,500 to include all expenses and VAT. The contract will be let by Hafren Dyfrdwy. Payment will be made in full on completion of the contract. Award Criteria

Hafren Dyfrdwy expect the following criteria to be included within submissions;

1. A detailed proposed methodology for undertaking the work.

2. Detailed methodology should take into consideration the surrounding habitat, including nearby trees, as well as sufficient safeguards for the nearby water reservoir.

3. An outline of the contactor’s staff responsibilities and liaisons.

4. Details of staff allocated to the work, together with experience of the contractor and staff members in carrying out similar work and certificates of technical competency. The lead contact should be identified.

5. An overall cost for the work

Proposals will be assessed by Hafren Dyfrdwy against the following questions;

1. To what extent does the proposal demonstrate an understanding of the issues (including environmental issues and social values) related to this brief?

2. To what extent are the methodology and methods appropriate to the requirements set out in this brief?

3. What degree of experience does the bidder demonstrate in order to successfully complete the work?

4. How well has the bidder structured a team in order to successfully manage the contract and deliver the required work to the budget and timetable required?

Hafren Dyfrdwy will prioritise bidders who support demonstrate that they will support local enterprise.
