This is an ITT to provide Energy Advice 740Services. The Council requires a supplier to carry out the provision of a free impartial information, advice and support service on all aspects of fuel poverty and energy efficiencies. This is in order to help alleviate fuel poverty, improve the energy efficiency of housing, maximise residents’ income and reduce carbon emissions within the local area

III.1.2) Economic and financial standing
List and brief description of selection criteria:
In addition to any financial standing requirements within the SPD (Scotland) for each tender submission, the Council may conduct a financial appraisal based on the most recent filed accounts/credit check and by considering financial ratios produced in this appraisal alongside the total value of the contract. This allows the Council to assess the financial stability to undertake the contract.
Should the result from the Contractor not demonstrate appropriate financial standing and identify areas of concern or risk, further account related information may be requested for further assessment. The Council reserves the right not to award contracts beyond the demonstrated financial standing.
The Council reserves the right to make judgement upon the financial stability of any Bidder and to disqualify them on this basis if they are deemed not to be financially stable. The Council reserves the right to make judgement upon whether a Bidder is unable to comply with any mandatory requirement and in such instances the Response may be deemed invalid and disqualified from the evaluation process. The Council also reserves the right to revisit any checks on Financial Sustainability throughout the duration of the contract.

List and brief description of selection criteria:
The Bidder must confirm that staff proposed for delivery of the Contract hold all mandatory qualifications, registrations or accreditations required by law or industry standards to perform the Services.
As a minimum requirement Energy Advisors should have or be working towards City & Guilds Energy Awareness 6281-01 and City & Guilds Renewable Energy in the Home 6281-02.

7. Performance Targets / KPIs
- A minimum of 1200 home visits to residents’ homes per year.
2000 referrals to be made to other organisations on an annual basis
1200 Fuel poverty details to be taken annually.
Public engagement events attended annually, 100.
= Number of home visits;
- Number of householders taken out of fuel poverty following assistance
- Fuel bill savings of interventions;
- Carbon savings of interventions;
- Energy efficiency improvements of households
- Levels of grant funding secured;
- Ratio of income to fuel bill expenditure for each householder, before and after use of service;
- Number of unique households supported/engaged;
