additional fibre route is required from the south of
the site

The procurement falls outside the scope of application of the Directive
Explanation
The decision to award BT via the Public Sector Broadband Aggregation (PSBA) framework was made on the basis that PSBA has been established and endorsed by the Welsh Government for use across the Welsh public sector. The framework provides a compliant, efficient, and streamlined route to market, reducing the need for a separate procurement exercise while ensuring value for money and consistency of service provision. As BT is the contracted supplier within the PSBA arrangement, utilising this existing framework allows organisations to access services quickly and with confidence, benefiting from the governance, commercial arrangements, and procurement assurances already put in place by the Welsh Government.
