Abstract

Social Care Wales is seeking a supplier to deliver a cultural competence support programme for organisations participating in a leadership and progression programme for social care staff from ethnic minority backgrounds. The programme forms part of Social Care Wales's commitment to the Welsh Government's Anti-racist Wales Action Plan and will run alongside a leadership programme delivered by another supplier between November 2026 and November 2027. The successful supplier will support participating organisations to strengthen cultural competence, promote psychologically safe and inclusive workplaces, and identify actions that improve progression opportunities for staff from ethnic minority backgrounds. The contract will include: Delivery of an introductory session and cultural competence workshop for each participating organisation. Provision of a simple progress-recording and reflection mechanism. Delivery of four online check-in sessions per organisation. Ongoing support to organisational leads throughout the programme. Collection of learning and production of a final summary report. The final number of participating organisations will be confirmed in November 2026 and is expected to be between 1 and 9 organisations. Suppliers must be able to provide Welsh language delivery on request and ensure all participant-facing materials are available bilingually in Welsh and English. We are currently finalising the DPIA, but the successful supplier is likely to require Cyber Essentials accreditation, possibility Cyber Essentials Plus.

We will be holding a preliminary market engagement session via MS Teams on:

09:00 on Wednesday 19 August 2026

The session will be hosted by project lead Mark Brown, Specialist Policy and Engagement Manager, and a member of the Procurement team.

The session will begin with an outline of the requirements, with an opportunity for questions and answers to follow. The session will be recorded and shared with all interested suppliers.

If you are interested in joining this preliminary market engagement session, please email procurement@socialcare.wales advising the tender title and who will be joining.

Following the session the Sell2Wales question and answer portal will be live until 17:00 the following day, Thursday 20 August 2026, for any additional questions, as required.
