Abstract

Valleys to Coast is undertaking preliminary market engagement to gather interest in the future procurement of a Contractors Framework. This framework is being developed to support our goal of providing safe and high-quality homes. Valleys to Coast is seeking market feedback to help shape the final framework design, although this does not constitute any selection stage at this point.

The multi-supplier, multi-lot Framework will support house building, regeneration, refurbishment, alterations, extensions, and associated works with the precise scope and contract form to be confirmed through the future procurement documents. The process will be conducted in accordance with the Procurement Act 2023, using the competitive flexible procedure. The Framework will be designed to streamline delivery with a focus on local presence, technical experience, and social value.

The framework is structured into four lots based on unit volume:

Lot 1: 1–5 units

Lot 2: 6–15 units

Lot 3: 16–49 units

Lot 4: 50+ units

It is anticipated that Contractors may bid for a maximum of two lots and may be appointed to a maximum of two, one, or zero lots. Participation will be open to small, medium, and large enterprises. We plan to appoint up to four contractors per lot; however, this does not guarantee specific work volume or exclusivity. The call-off structure will include direct single-source awards where permitted under the framework and appropriate to the project in order to maximise collaborative working and accelerated delivery, as well as competitive mini-tenders. The precise scope, responsibilities, design stage, contract form, pricing requirements, and programme for each project will be confirmed at the call-off contract stage.

The framework duration is proposed as three years, with the option to extend for an additional year. Please note that this framework is established by and for the benefit of Valleys to Coast and any subsidiary, group company, or other entity wholly owned or controlled by V2C.

Valleys to Coast is particularly interested in market feedback on the proposed framework. Please register your interest and provide feedback on which lots would be of interest to you and provide any other additional comments around the proposed framework.
