Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
The Trust requires ongoing service and maintenance support for its existing Horizon Cardiology System, a critical clinical application used within cardiology services.
A direct award to Change Healthcare via the NHS Supply Chain Framework is justified as Change Healthcare is the proprietary system owner and sole provider of manufacturer-supported maintenance, software updates, patches and technical support. No alternative supplier can provide these services without significant technical and operational risk.
Awarding a 12-month contract will ensure continuity of service, system reliability, security and compliance, while avoiding disruption to clinical services and patient care. The NHS Supply Chain Framework provides a compliant route to market and assurance of value for money.
