Explanation
The requirement to publish a prior call for competition / public tender notice does not apply to this specific award because it is a call-off contract from a validly established multi-supplier framework agreement NEPO 408. A closed further competition (mini-competition) was conducted among the capable suppliers appointed to the framework. The underlying framework agreement was itself subject to full prior public advertising and competition in accordance with procurement regulations.
