Explanation
PSR Urgent Award to safeguard patient health. Due to failure of a competitive process where the selected provider was subsequently unable to meet the requirements and further loss of staff, there is a severe capacity issue to provide services for patients. Without this urgent award there is a risk of patients' diagnosis and treatment being delayed.

This contract has been awarded under the Health Care Services (Provider Selection Regime) Regulations 2023 under the Urgent Award provision. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award.<br/><br/><br/>The non-obstetric ultrasound service currently has a significant gap in the workforce and has seen a sustained rise in referral volumes. The ultrasound department has been operating without the core workforce required to deliver safe and timely services and has relied on capacity provided by external companies. <br/>A Competitive Process to award a contract was conducted, but the selected provider was unable to deliver the required staff to commence the services. In addition to the failure of the selected provider, the Trust has lost further staff exacerbating the situation.<br/>This urgent award is necessary to ensure NOUS services can be delivered and to avoid potential patient harm from delays. <br/><br/><br/>The award decision was made by the Radiology General Manager and Ultrasound Principals with the support of the Care Group Head of Finance and Associate Chief Operating Officer CSCS on 9th July 2026.<br/><br/>No conflicts of interest were identified.
