Abstract

Barnsley Metropolitan Borough Council (the Council) is seeking to establish a contract with a Single Provider via the Commercial Procurement Services Autism and ADHD Assessment Services Framework (Ref: F/097/AAAS/24/AB). The purpose of this call‑off is to support the insourced delivery of autism diagnostic assessments for Children and Young People currently on the Barnsley waiting list, utilising external clinical capacity within NHS or local authority settings to reduce delays and improve access to timely diagnosis.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 03/09/2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.

The rationale for choosing the provider with reference to the key criteria is explained below:

1. Quality and Innovation (35%)

The provider satisfies the contract and provides a high-quality service provision and innovation within the programme, including MDT working, governance structures, quality assurance processes and the ability to manage high levels of activity through established operational systems.

2. Integration, Collaboration and service sustainability (10%)

The provider collaborates and integrates with many partners including existing NHS and local authority pathways and stakeholders. The aim is to be sustainable through collaboration to reduce duplication, improve referral quality, reduce waiting times and improve family experience.

3. Improving Access Reducing health inequalities and facilitating choice (15%)

Service users can access the service through flexible appointment arrangements including proactive communication with families, consideration of sensory, communication and physical requirements, and adjustments designed to improve attendance and accessibility. This provides patients with greater choice and flexibility. Service users will be supported throughout the assessment journey through clear communications, screening questionnaires, information resources, discussions regarding needs and preferences, and opportunities to request adjustments before assessment.

4. Social Value (10%)

Operation of an ISO 14001 accredited Environmental Management System supported by a formal Carbon Reduction Plan. The use of digital and low-carbon service delivery models, environmental monitoring, reporting arrangements and practical measures designed to reduce environmental harm.
