The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
The proposed direct award is necessary to ensure the
continued provision of a critical specialist clinical system for
Rheumatology and DEXA services. CELLMA is uniquely
embedded within existing clinical pathways and contains
over 15 years of patient data and bespoke functionality that
cannot be readily replicated or replaced without significant
cost, disruption, and risk to patient care.
