The modules will be developed in a staggered delivery model, with some overlap between work phases where beneficial. The successful contractor must demonstrate the capacity to manage a staggered, multi-module production workflow so that all agreed modules are fully completed, tested, and delivered by end of December 2026. All four modules must collectively deliver against 20 capability-based Learning Outcomes. While each module will have its own specific Learning Objectives and content focus, suppliers must ensure that module-level outcomes clearly map to, and contribute toward, the achievement of these overarching capability outcomes.
