Competition Brief “Fenceless Fencing” Project
Natural Resources Wales with support from Welsh Government and the Technology Strategy Board (SBRI) are seeking innovative measures to control livestock access around watercourses and riparian zones to reduce the impact of agriculture. The small business research initiative (SBRI) process is being used to find innovative alternatives to traditional wood and wire fencing.
Solution providers are encouraged to submit proposals which address the following challenges;
- Provide greater efficiencies over current methods employed
- More sustainable and environmentally friendly solution.
- Non visually intrusive and sympathetic to its natural environment
- Applicants should consider that impact of the natural environment and change in weather conditions in solutions offered.
Their evidence shows that 16% of Wales’ water bodies fail to reach the Water Framework Directive target of “Good Status” because of pollution from agricultural activities, including livestock poaching, erosion of river banks and poor management of slurry.
Fencing off the river bank can prevent stock access and erosion, both of which increase the risk of sediment and pollution entering the watercourse.
The competition will have two phases;
Phase One is intended to show the technical feasibility of the proposed concept. The development contracts placed will be for a maximum of five months (January – June 2014) and have a maximum value of up to £20,000 (inc. VAT) per project.
Phase Two contracts are intended to develop and evaluate prototypes or demonstrators from the more promising innovative solutions from phase one. Funding for this phase will not exceed £50,000 per demonstrator project with an end date of August 2015.
At this stage contracts will only be let for phase one with a further bidding process set for phase two in 2014. A limited number of places are available for Phase two with only the best projects going forward.
The project is open to applicants who are legal entities, being particularly attractive to small and medium enterprises.

Application packs will be released on Monday 2nd December 2013. Application submissions for phase one are due back no later than noon 6th January 2014. Late submissions or submissions by post will not be accepted.
