Abstract

Within the Councils Corporate Plan, 2014 – 2017, the Strategic Planning, Highways, Traffic and Transportation Directorate’s vision is for “an integrated transport system that offers safe, efficient and sustainable travel for all, and where public transport, walking and cycling provide real and desirable alternatives to car travel.” The vision will be delivered through interventions focussed on 3 core priorities:- Widening Travel Choices: ensuring that a range of practical and attractive travel options are available for most trips and that people know about them.- Demand Management: introducing a range of measures to reduce the demand for travel overall, and particularly by car, where appropriate.- Network Management: using a range of measures to make best use of the existing network.Cardiff Council is seeking to set-up a public bike share scheme within Cardiff. Initially the scheme will comprise circa 20 docking hubs at strategic locations within the Authority and provide circa 250 bikes at these various locations. The Council aims to expand the scheme to 350-500 bikes to link other key locations within the Authority following a successful initial phase.Through this procurement, the Council will be seeking to appoint:- One provider who will design and supply the bikes, docking stations and terminals, and maintain and operate the scheme. The optimal contract duration will be developed via the PIN process.- A sponsor who will provide branding and marketing for the scheme. It is envisaged this appointment will reflect the duration of the contract for the scheme and Cardiff Council is happy to explore other models in this respect.It is proposed that the scheme should be fully commissioned and operational by April 2016 following an implementation/set up period.It is currently proposed that the scheme set up costs will be funded by Cardiff Council and Partners however Cardiff Council is happy to explore other models in this respect.The Council will be seeking to ensure their economic and social responsibilities to the City are met through this procurement.The Council wishes to retain flexibility to address further possible budgetary reductions in the future, including reducing or avoiding the need for subsidy from the Council.Next StepsThose who are interested in this opportunity are initially invited to attend an Information Open Day to be held at County Hall, Cardiff on Wednesday 14th January 2015 commencing at 10:00.Interested parties will have the chance to hear about and discuss the opportunity with Council Transportation staff.
