Programme Evaluation Consultancy Contract

Contract Period: Jan 2016 to March 2018

We are looking for an evaluator to act as a critical friend and help Renew Wales identify ways in which the Renew project could be improved. The objectives can be summarised into two overarching areas:

• Understanding the Renew model and what the added value of the model is

• Understanding the impact of Renew Wales and how it delivers both the Sustainable Steps and Wider outcomes

Renew Wales has a different way of working to many projects and programmes. We are therefore interested in using the evaluation to understand in much more detail what the added value of the Renew Wales approach is and how it compares to other projects and programmes. We are also interested in learning about other peer to peer projects and programmes and to take any learning from them.

There will be several reports/outputs from the contract, which are detailed in the contract brief.

Total quantity or scope of tender

As a minimum we will expect three reports:

- The first interim report should be produced in Mid-2016

- The second interim report will be produced in June 2017

- The final report, in March 2018

Bidding organisations will need to provide opportunities for groups and individuals involved in the evaluation to participate in Welsh. The executive summary of the report should also be provided in Welsh.

Budget:

We have a budget of £26k (including VAT) for this contract

3 Conditions for Participation

3.1

Minimum standards and qualification required

The following dates are fixed:

- We will invite those shortlisted to an interview at the DTA Wales offices on Thursday 7th January.

- The contract will commence with an inception meeting on Thursday 14th January.

- We have a co-ordinator training day on Thursday 21st of January which we would expect the successful evaluator to attend.
