Abstract

The Project is for the provision of Framework suppliers to provide Civil Engineering works to support the Translink Infrastructure. The following types of structures assets are along the Northern Ireland Railways network — Underline Bridges Viaducts Culverts Tunnels Overline Accommodation Bridges Footbridges Embankments, and Cuttings Rock Cuttings Sea and River Defences Retaining Structures Platform Walls. Miscellaneous Structures Signal Posts, Water Towers, etc. An overview of the type of projects to be undertaken using the Civil Engineering Contractor Framework will be as follows: Bridge, Viaduct, Tunnel, Culvert Works Repair e.g. concrete, steelwork, masonry, etc New Replacement Overline and Underline Bridge structures and decks Waterproofing Cleaning, Blasting, Painting Scour Protection Underwater repairs Sea and River Defences Strengthening e.g. rock armouring, sheet piling, concrete aprons, repointing, etc. Earthworks Embankments and Cuttings Strengthening Repairs e.g. re-grading, soil nailing, etc. Rock Cuttings Strengthening e.g. rock netting, rock bolting, etc, Retaining Structures Construction Repair and Strengthening Station Platforms Construction e.g. new, extensions, etc., Permanent way works Track relay Ballast Cleaning Drainage Cable ducting Sleeper replacement Switch and crossing installation Stressing and welding rails Slab Track Miscellaneous Laneway Construction e.g. new, upgrades, etc. Signalling Works e.g. duct routes, signal base construction, etc. Vegetation management Road reinstatement bitmac, asphalt, gravel General fencing Demolition The various packages of work may be procured under a traditional approach or using a design and build option including novation of designers. Other work not listed may be required as directed by the Client The Framework is not a guarantee of work nor the type of work to be undertaken. The Employer will decide on whether the Framework will be used to procure works or if a different Framework is more relevant.

Lodging of appeals

The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.

The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
