Short description of the contract or purchase(s)
The Association intend to enter into a Framework Agreement with a limited number of Contractors to provide services for a 4 year period.
The Association works in partnership with a number of external organisations to ensure the delivery of affordable housing. It is envisaged that the Framework Agreement will be available for call-offs by Kingdom Housing Association Ltd but also for work on behalf of, or directly by Kingdom Initiatives Ltd (a subsidiary of Kingdom Housing Association Ltd); Fife Housing Association Alliance members (the Fife HA Alliance is made up of the 4 Fife based Housing Associations — Kingdom, Glen, Fife and Ore Valley Housing Associations); Fife Council; Clackmannanshire Council; Perth and Kinross Council; Falkirk Council; Fairfield Housing Co-operative; Angus Housing Association and the University of St Andrews (affordable housing providers primarily within the Association's geographical area of operation).
Whilst there is no guarantee of receiving work it is anticipated that the individual jobs will be shared amongst the successful contractors. The Framework Agreement will mainly cover the provision of Contractor services for new build housing units for a number of different projects, ranging in size and type from mainstream housing to a variety of special needs projects. On occasion Contractor services will also be required for refurbishment projects.
The project locations will vary but in the main will be Fife, with some likely to be in the Perth & Kinross, Angus, Clackmannanshire and other Forth Valley areas. The total number of units in each of the areas may vary and no specific numbers can be guaranteed in any area or in total.

The attached Pre Qualification Questionnaire document has been designed to be completed electronically — guidance on completion is detailed in the PQQ. Electronic submission is the preferred option for administrative purposes. Alternative arrangements can be made by prior agreement only.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
Successful Contractors will be required to sign up to Kingdom's Community Benefits Charter. For each call off from this Framework Agreement the Contractor will be required to meet targets set out within the National Skills Academy (NSA) ‘Client Based Approach’ matrix which is being adopted by Kingdom and delivered through the Construction and Industry Training Board (CITB). Our current approach can be found in the attached Community Benefits Strategy, Charter and matrix. This Strategy, Charter or matrix may be developed during the period of the Framework Agreement.
