Precise information on deadlines for lodging appeals: The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought within 30 days of the date of knowledge (the date on which economic operator first knew or ought to have known that grounds for starting the proceeding had arisen) unless the court considers there is good reason for extending the period (up to a maximum of 3 months from date of knowledge). If the framework agreement/contract has been entered into the court may award damages and in the case of specified breaches of the rules it may also order the termination or shortening of the framework/contract and the levying of fines.
