II.2.4) Description of the procurement
Magnox Ltd decommissioning sites are required to retrieve, package, condition and store various Intermediate Level Waste (ILW) types. This process includes the delivery of waste storage containers to the sites, storage of the empty containers prior to use, filling the containers, processing of waste, waste encapsulation and storage of filled packages. This requires the use of package handling and cross site transportation equipment to load and off-load, and to move the packages between areas.
The scope involves manufacturing design and supply of XST tugs (up to 5), trailers (up to 8) and battery charging units to transport waste packages on private roads around sites as well allowing waste operations with the waste container left on the trailer. The XST constitutes a low speed industrial type towed and towing vehicle for secured and unsecured load and will comprise a battery powered electric tug unit with a separate trailer fitted with failsafe pneumatic brakes.

Magnox Ltd will incorporate a standstill period, of 10-calendar days following the notification of an award of the contract communicated to tenderers. Potential Providers who are unsuccessful shall be informed by the authority as soon as possible after the decision has been made as to the reasons why the Potential Provider was unsuccessful. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to set aside the award decision before the framework agreement is entered into.
