1. Basic Dog Control Service comprising collection of stray dogs only, both during normal working hours and, if possible, out-of-hours, weekends and bank holidays.

2. Enhanced Dog Control Service comprising basic collection service and in addition: promotion of responsible dog ownership (including micro chipping, spaying/neutering and dog welfare), education (including talks to schools, community groups, Ashfield Festival etc.) and enforcement (including patrols across the district and assisting in enforcement of dog-related legislation).

II.1.4) Short description

Ashfield District Council has a statutory duty, under the Environmental Protection Act 1990 to make adequate arrangements to seize any dog found straying in a public place, or on private land with the land owner's permission, or accept into the Council's care, a stray dog found by a member of the public. The Council has a responsibility to notify the owner and to care for the stray dog for a period of at least 7 days in order to allow the owner to come forward and reclaim their dog. ADC has historically provided a service to collect stray dogs.

Each year the ADC receives or collects approximately 350 stray dogs from across the district. The majority of these strays have been microchipped which in most cases enables us to very quickly identify the owners and to immediately return the dogs to them. Where we cannot identify the owner the dog is taken to a kennel.

VI.4.3) Review procedure

Precise information on deadline(s) for review procedures:

Bassetlaw District Council will incorporate a minimum ten (10) calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have two (2) working days from the notification of the award decision to request additional debriefing and that information has too be provided a minimum of three (3) working days before the expiry of the standstill period. Such additional information should be required from the contact details provided in section 1.1) of this notice. If an appeal regarding the award of the contract has not been successfully resolved the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within three (3) months. Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
