Description of the contract
Expressions of interest and quotations are sought to work across the 6 Local Authorities (Isle of Anglesey, Gwynedd, Conwy, Denbighshire, Flintshire & Wrexham) and the Health Board in North Wales to undertake the following:
• Research and identify areas of notable and / or evidence based practice in achieving or promoting ‘citizen voice and control’ within North Wales, Wales and further afield. Identify how this practice can be replicated, applied or developed across North Wales.
• The review should focus on two groups of citizens in particular – namely looked after children and adults (of all ages) resident in care homes. The review should assess the effectiveness of partners’ methodologies and processes for listening to the voice of people who are seldom heard (including people with dementia and very young children). It should also make some judgement in relation to the strengths and limitations of advocacy arrangements.
• Review should reference, where appropriate, how the partners are achieving requirements in relation to voice and control from Wales policy (Mwy na Geiriau / More than Just Words) recent national reviews, such as Winterbourne (and the Learning Disability Implementation & Advisory Group campaign ‘No Winterbourne in Wales’), Older People’s Commissioners Report (A Place to Call Home? A Review into the Quality of Life and Care of Older People living in Care Homes in Wales), and CSSIW’s LAC Review
• Undertake a series of interviews:
• With leads of Corporate Parenting Panels across North Wales in order to establish current practice and intentions for future (it is anticipated that this will be 3 bi-county face to face interviews).
• With commissioning leads of care home provision(it is anticipated that this will be up to 1 – 2 telephone interviews per partner)
• With representative individuals or groups of the two groups of citizens (looked after children and residents of Care Homes), whom will be identified by the partners; to evaluate how well the partners are delivering against best practice.
• Identify how well partners are meeting the linguistic needs of citizens within these two priority groups
• Provide comprehensive report for each partner with recommendations as to how they could improve and how they can build on current practice, as well as the production of an overall North Wales Summary report. It may be required to write some of the above in Welsh.
