Selection Criteria

Tenders will be evaluated on the basis of the following criteria:

Score

Criterion 1 — Living Wage Employer Pass/Fail;

Criterion 2 — Insurance Pass/Fail;

Criterion 3 — Method Statement Minimum score required;

Criterion 4 — Financial Information Pass/Fail;

Criterion 5 — Previous Experience Minimum score required;

Criterion 6 — Health and Safety Minimum score required.

Questions which require a Yes/No answer or which require a minimum amount of information to be submitted will be marked on a Pass/Fail basis. For any Criterion with a ‘Pass/Fail’ requirement, a ‘Fail’ will mean that the Tenderer's submission is not progressed any further and the bid is rejected.

For any Criterion to which a minimum score is assigned, a score below this minimum will mean that the Tenderer's submission is not progressed any further and the bid is rejected.

Under Criterion 1, Bidders must show that they and their nominated sub-contractors are a Living Wage Employer during the period of the contract.

Under Criterion 2, It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated below.

— Employers (Compulsory) Liability Insurance = 5 000 000 GBP.

— Public Liability Insurance = 5 000 000 GBP.

Under Criterion 3, Tenderers must achieve a score of 3 (Satisfactory) or above in order to pass the selection stage of the tender process and proceed to evaluation stage. Tenderers must provide a method statement explaining how they intend to carry out the works, detailing any machine equipment they will be using during the contract.

Under Criterion 4, The bidder will be required to have a minimum yearly turnover of 20 000 GBP for the last 2 years in the business area covered in the contract.

Under Criterion 5, Tenderers must achieve a score of 3 (Satisfactory) or above in order to pass the selection stage of the tender process and proceed to evaluation stage. Provide examples of work carried out in the previous 2 years that demonstrate that they have the relevant experience to deliver the work.

Under Criterion 6, Tenderers must achieve a score of 3 (Satisfactory) or above in order to pass the selection stage of the tender process and proceed to evaluation stage. Please provide a copy of your regularly reviewed Health and Safety Policy.

Or for organisations with fewer than 5 employees a documented process demonstrating the bidders arrangements for insuring H&S measures are effective in reducing/preventing, incidents, occupational ill-health and accidents is required.

Those Tenderers who do not achieve a score of 3 (Satisfactory) or above in relation to each of Criterion 3, 5 and 6 will not proceed further in the evaluation process and will be deemed to have failed at this stage.

Eildon's choice of provider will be based upon an assessment of the most economically advantageous tender. Eildon does not bind itself to accept the highest scoring or any tender.
