The procurement falls outside the scope of application of the Directive
Explanation
The laser required is the only fully automated wavelength-tunable picosecond laser light source, single box, turn key system available on the market. As such, the University has processed a Single Source Justification to the sole supplier of this laser. Therefore, a tendering exercise was not conducted for this requirement.
