The following is provided in good faith and is intended only as a preliminary background explanation to the Translink Group's requirement it does not purport to be all inclusive. Northern Ireland Railways wish to establish a Framework of Economic Operators to provide Civil and Structural Design services to the NIR Railway network. This framework will run for a 4-year period (subject to break clauses). The estimated spend for this Framework over 4 years is in the region of 5 000 000 GBP. The anticipated contract start date is March 2016. Dates may be subject to change. The Translink Group reserve the right to accept part of any Tender from 1 or any number of Tenderers and may change the contracting strategy at any time. The Translink Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into.
The Utilities Contracts Regulations 2006 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
