II.2.4) Description of the procurement
North Lanarkshire Council wishes to establish a single lot framework agreement for the Provision of Winter Assistance Services.
Services within the Winter Assistance Framework Agreement, include but are not limited to; Road Gritting, Snow Clearance, Removal and Disposal, and Pot Hole Repair.
Tenderers should be aware that the resulting framework agreement will in the main, only be utilised in the event of widespread service disruption as a result of adverse winter weather in which the Councils main roads contractors are unable to undertake the level of service required. Furthermore tenderers should note that if appointed to the framework, there is no guarantee of any business being awarded to them.

Tenderers may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015. This will be addressed within Part III of the ESPDS contained within the ITT Document.
All tenderers that provide a price for any element contained within the Price Schedule accompanied by fully complete information/schedules detailed within the ITT document will be appointed to the framework agreement. Although it states 999 tenderers to be appointed to the framework within section IV.1.3 of this contract notice, there will be no limit to the number of tenderers appointed. Information in regards to the call off mechanism of the framework agreement is contained within the ITT document.

The council will incorporate a minimum 10 calendar day Standstill Period following electronic notification (minimum of 15 calendar days for any other means of communication) to unsuccessful applicants of the award decision.
