Hart District Council (HDC) provides a range of local services to the residents of the district and is seeking a corporate IT solution for regulatory services, (which includes: development management, environmental health and licensing, gazetteer maintenance, and building control) that will allow it to further improve delivery of many of these services. It is HDC's intention to select a supplier that can offer provision and implementation of a solution as well as ongoing support, training and maintenance.

Applicants will be required to apply via the “ Capita Partnership Portal" website which can be accessed via https://procurementsolutions.esourcingportal.com/ where you can register your details and access documentation. All documentation including questionnaires must be completed and submitted by no later than the time/date indicated.
The Councils are subject to the provisions of the Freedom of Information Act 2000 and the Environmental Information Regulations 2004 (the Information Acts) and all correspondence received from Bidders may be subject to disclosure in accordance with the Information Acts. The 5 Councils Partnership undertakes to use reasonable endeavours to hold confidential any information provided in the proposal submitted, subject to the Councils obligations under law, including the Freedom of Information Act 2000. If the applicant considers that any of the information submitted in the proposal should not be disclosed because of its sensitivity then this should be stated with the reason for considering it sensitive. The 5 Councils Partnership will then consider the sensitivity statement before replying to any request received under the Freedom of Information Act 2000. On receipt of an information request relating to the information considered exempt the Councils will, where reasonably practicable, consult with the relevant tenderer in considering any request for disclosure before disclosing such information. However, in submitting any information to the Councils Bidders accept and acknowledge that the Councils may, acting in accordance with the Information Acts and associated codes of practice, disclose information:
a. without consulting the relevant tenderer, or
b. following consultation with the tenderer and having taken its views into account.
Any enquiries regarding the tender process must be directed through the “Capita Partnership Portal” that is hosted by Curtis Fitch.
This procurement is being managed by Capita Business Services Limited (“Capita”) on behalf of the 5 Councils under a Strategic Partnership. Capita and the 5 Councils are delivering this procurement on behalf of the respective member of the 5 Councils Partnership.
The contract between the respective Council (Lead Purchaser) and Capita provides for tenders and all information submitted in response to this invitation to tender to be treated as confidential by Capita and not to be used for any other purpose than the provision of services to the Council under the Strategic Partnership.
