Explanation
The Short Range Air Defence (SHORAD) Project Team, part of the UK Ministry of Defence, proposes to let an amendment to extend contract SHORAD/0004 for the In Service Support of the Seawolf Point defence Missile with MBDA UK Limited. The duration of the existing contract will be extended for 15 months for support from 1.2018 until 3.2019 and subsequent disposal activities taking place from 3.2019 to 2022.
Lt is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011). This is due to technical reasons whereby MBDA UK Limited is the only economic operator in the market able to provide the required level of expertise and support to the requirement.
MBDA UK Limited are the Design Authority for Seawolf Missile and are therefore uniquely placed to support the missile, having designed, certificated and supported the missile throughout its service life. The technical expertise within MBDA UK Limited is key to the continued safety certification and maintenance of the missile, ensuring a continued Point Defence Missile System capability onboard the Royal Navy Type 23 Frigates. Failure to implement suitable support would jeopardise the functionality of these platforms and subsequently the safety of deployed personnel.
