The Fast Air Support Team (FAST), part of the UK Ministry of Defence, intends to award a 5-year contract to Rolls-Royce plc to support the Typhoon Engines via the provision of a spares inclusive engine support service. This arrangement would be a Qualifying Defence Contract (QDC) under the single source contracting regulations. The contract will include an option to extend for up to 5 years.

Justification for selected award procedure:
The contract has as its object services listed in Annex II B to the directive
Explanation:
The Fast Air Support Team (FAST), part of the UK Ministry of Defence, intends to award a 5-year contract to Rolls-Royce plc to support the Typhoon Engines via the provision of a spares inclusive engine support service. It is considered that for technical reasons this requirement can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of the Directive 2009/81/EC (Regulation16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011). Rolls-Royce plc hold all the relevant tooling and are the only economic operator who have the infrastructure and relevant testing capabilities to ensure the airworthiness of the required engines.
This arrangement would be a direct contract with Rolls-Royce plc and would be a Qualifying Defence Contract (QDC) under the single source contracting regulations. The contract will include an option to extend for up to 5 years.
