Sutton Housing Partnership is conducting the procurement procure a Contractor to design, deliver and manage an Energiesprong concept retrofit of a minimum of 6 homes in 2 locations within the London Borough of Sutton. These pilot projects form part of the Mayor of London’s Energy Leap Initiative.
This is one of the first schemes of its type within the London boundary and provides potential solution providers the opportunity to be involved in a unique, high profile scheme which is supported by the Mayor of London. The initial project, of 6 pilot units, will act as a gateway to a larger portfolio of units which will receive the same treatment. This larger portfolio of approximately 40 properties, is subject to finance and necessary internal approvals being in place and will be largely driven by the success of the pilot scheme. This opportunity will help shape the future market and increase the supply into the market of suitable properties for this approach.

Sutton Housing Partnership is conducting the procurement using a competitive procedure with negotiation to procure a Contractor to design, deliver and manage an Energiesprong concept retrofit of a minimum of 6 homes in 2 locations within the London Borough of Sutton. Energiesprong is an independent market development approach setting a new standard for comfortable, super energy-efficient refurbishments (and new build solutions). The approach is based on outcomes, rather than prescriptive specifications, with solutions providers required to develop approaches that will produce and guarantee the required outcomes. Developed and successfully trialled in the Netherlands, Energiesprong typically involves wrapping an existing property with pre-fabricated walls and roof panels, and installing new heating and electricity generation systems. The process, which can be completed in a matter of days, delivers a super insulated, low maintenance and (near) net zero-energy home with a 30-year construction and energy performance warranty.
The long-term cost of the renovated home is comparable to existing spend on maintenance and energy. Energiesprong seeks to make major improvements to properties, delivering high levels of energy performance. This is funded partly from maintenance savings achieved by the new works, partly from renewable generation revenue streams, and partly from an “Energy Plan” (i.e. funded from the occupant energy savings). Energiesprong includes a long-term maintenance plan. This ties the Energiesprong solutions provider in to the long-term performance and operation of the improvements. This innovative approach counteracts the ‘performance gap’ and delivers reliable energy savings. Energiesprong is still developing in the UK: the first houses to be retrofitted to Energiesprong’s performance specification are in contract, with a much greater pipeline of projects in development.
