II.1.4) Short description
The Red Kite Learning Trust are looking to establish a framework of Contractors for refit and refurbishment contracts within the UK. The framework will cover, but is not limited to, refurbishment and refit requirements. This Framework Agreement is being advertised and tendered, so it can be utilised by all public-sector bodies, including Charities in the UK (the full list is available in the tender synopsis on the In-Tend portal — https://in-tendhost.co.uk/pagabo/aspx/home). Public sector bodies may approach the appointed Organisation to either, directly appoint or further compete their requirement under this framework. It is recognised that there may be an overlap with some of the frameworks managed by Pagabo where there are some elements of refit and refurbishment. Where this is unclear going forward and a potential overlap in the scope, the use of the refit and refurbishment framework shall be based on the overall scope and budget of the refit and refurbishment being 80 % or more.

The Red Kite Learning Trust as a body governed by public law will incorporate a minimum of 10 calendar days standstill period at the point that information on the award of contract is communicated to tenderers. If an appeal regarding the award of the framework has not been successfully resolved, then the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take action in the High Court. Any such action must be brought promptly.
