Abstract

North East Essex Clinical Commissioning Group has made the decision that working with an Alliance of providers will be the best solution to provide an affordable, sustainable, proactive and preventative primary care — care home enhanced service

This service will require provider(s) to work at-scale to develop a sustainable and effective enhanced service for care home residents (nursing and residential) in North East Essex to ensure the provision of an above GMS core, proactive and preventative primary care service in the Colchester and Tendring areas. The aim of the service is to reduce the workload for GP practices and improve the health outcomes of nursing and residential care home residents in North East Essex, leading to a further reduction of dependence on other health and social care services.

North East Essex Clinical Commissioning Group is seeking expressions of interest from suitably qualified providers who can evidence their ability to make the commitment to collaboration in an alliance way of working and who can evidence that they have the necessary experience in multi-disciplinary integrated care; with capacity and capability to commence the service in May 2019; ability to work with other statutory providers; and capable of financially holding and managing the scale of risk through a degree of income risk share to express an interest by completing and uploading an expression of interest form by the submission deadline.

An advert commencing market engagement was published by the CCG on the Contracts Finder website in September 2018, and engagement with the market has been fully underway since then. The CCG and provider(s) will work collaboratively to ensure delivery of the Alliance objectives and the standards and outcomes of the care home enhanced service. The Alliance will be underpinned by an overarching Alliance agreement, which the partners will agree, to align clinical and financial drivers.

The Alliance will be accountable for demonstrating capacity and capability of the workforce to deploy and successfully deliver the service from the service commencement date of 1.5.2019, allowing for a period of mobilisation.

Please note that the services and associated specification commissioned within this contract may be subject to review and change. Any changes to the contract shall be subject to discussion with the Alliance to reach agreement on the scope of service change in accordance with these provisions and relevant contract variation would be completed.

The Services to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the “Regulations”). The CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services. The procurement will, therefore, follow the light touch regime for health services. It will be conducted in two stages; expressions of interest with the option to complete a qualification questionnaire and all those that then meet the minimum standards will then be invited to discussions leading up to formation of the care home enhanced service alliance.

The contract is for 2 years with an option to extend up to a further 2 years. You are advised that the budget will be in the region of 1 378 988 GBP. per year across the period of the contract, therefore 5 515 952 GBP total contract value, for the potential 4 years, which is a combination of 2 years plus a possible extension of 2 years.
