Justification for selected award procedure:

The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons

Explanation:

This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the authority has decided to negotiate a contract with the below named supplier on a single source basis and is published for reasons of transparency. If you are interested in becoming a subcontractor for this requirement you should apply directly to the supplier named.

British Forces Post Office ("BFPO") commercial team, part of the UK Ministry of Defence ("MOD"), intends to award a 2-year contract with the option for 2 additional renewal years to Beumer Group UK Limited for renewal of the Beumer Technical Support Contract for the PACER2 software system.

It is considered that this contract can be awarded using the negotiated procedure without prior publication of a Contract Notice pursuant to article 32 (2) (b) (ii) of Directive 2014/24/EU [Regulation 32 (2)(b)(ii) of the UK Public Contract Regulations 2015] for technical reasons. This is because it is considered a technical impracticability to compete this requirement.

The PACER2 software is a bespoke software system providing a link from the BFPO Electronic Packet Sorting Machine to all Forces Post Offices ("FPO") worldwide and 10 Defence Mail Centres in the UK.

Beumer Group UK Limited is the only economic operator with the technical know-how and expertise with the specific knowledge of the interoperating software that operates between the Electronic Packet Sorting Machine and FPO(S) worldwide.
