II.1.4) Short description
The Department for Business, Energy and Industrial Strategy (BEIS) has GB (i.e England, Scotland and Wales) statutory responsibility for testing gas and electricity meters when accuracy is disputed. These duties are described by section 17 of the Gas Act 1986 and Schedule 7 of the Electricity Act 1989. The services are presently undertaken under contract due to expire November 2019.
Scope:
Gas:
— examination and certification of disputed domestic, commercial and industrial gas meters,
— in-situ examination of industrial gas meters following minor repair by manufacturers and/or meter owners,
— stamping of GB approved meters after refurb or repair.
Electricity:
— examination and determination of disputed domestic, commercial and industrial electricity meters,
— type approval of new designs of industrial electricity meter outside the scope of the measuring instruments directive (MID),
— certification of GB approved meters after refurb or repair.
General
— consultancy support.

II.2.4) Description of the procurement
Further to the information provided above. The number of gas and electricity meters submitted for disputed meter examination is determined by external factors outside the control of BEIS, therefore no guarantee of the level of work can be provided. Use of consultancy support will be dependent on the experience and expertise of the available resource. Support may be requested in areas such as standards development, representation at international forums and assessment and monitoring of in-service testing arrangements. Prospective service providers must be accredited to ISO 17025 (laboratory testing) or equivalent for the purposes of the contract. BEIS envisage that TUPE Regulations should apply and that staff, currently employed by the current service provider, will therefore transfer.

Bidding consortia will be required to form a legal entity for the purposes of entering into any agreement awarded pursuant to this procurement.
A supplier questionnaire is attached. It includes a scoring methodology which will be used by BEIS to assess candidates. Candidates will be scored on the basis of their responses to the SQ.
