Abstract

DSTL undertake a variety of mechanical and electro-mechanical engineering activities in support of tasks placed on the organisation within an ever changing Defence environment. The range of Tasks dictates the type, scale and sensitivity of requirements on a case by case basis, and is often delivered within very tight timescales. To fulfil these Tasks, DSTL has to adopt a flexible, responsive and adaptable approach to each, which requires working closely with its supply base; building a strong working relationship is key to achieving the desired outcomes. The framework agreement (FA) is to provide a range of engineering services and Support, delivering prototypes, bespoke, small batch projects and trials support across the full breadth of DSTL programmes of work, managed through the DSTL Engineering Capability. Through this provision DSTL will select a number of suppliers and place them under a framework agreement (FA). Existing frameworks agreements are in place for current service requirements, with expiry dates of 31.3.2020. Therefore, this is a new framework agreement community and will come into effect as from 1.4.2020 with an anticipated annual spend (based upon historic data) of up to 1 000 000 GBP (One million UK pounds), however no guarantee of work is offered over the period of the framework agreement. Requests for quotations (RFQ’s) will be expected to be returned within an average of 5 days (timeframe will be stated on individual RFQ’s). Expected delivery of goods and services, once supplier is in receipt of a Purchase Order will on average be 2-4 weeks.

Manufacture: across a wide range of requirements, from one off prototypes and samples to batch production. Manufacture could be from drawings, samples and/or verbal instructions.

Testing and validation: various activities on an as required basis, both at DSTL and own premises. This will include issuing of certificates and test results.

Installation and commissioning: of new and existing equipment against current legislation, such as pressure vessels, hydraulic equipment, wiring etc.

Subcontract: proven ability to manage any sub-contract activities of capabilities not covered by our own ‘In House’ capability to enable completion of required tasks.

These are :

1) Mechanical; and

2) Electro-mechanical.

These sub categories will include a range of activities within each in order to deliver finished goods and products. DSTL cannot guarantee the range of requests, however the descriptors below provide an indication of the variety of processes that could be expected under each lot. This list is not exhaustive.

Machining: CNC and manual turning, CNC and manual milling, drilling, EDM (wire erosion, spark erosion), grinding (cylindrical, surface, centreless), deep boring and gun drilling, profile cutting (waterjet, laser, flame, plasma), punching, shearing, folding, welding (MIG, TIG, FCAW, MMA, brazing, soldering), joinery, plastic forming, non-destructive testing and evaluation, finishing (painting, spray painting, powder coating, anodising, plating). Tasks will include a full range of materials from metallic to non-metallic, including ferrous, non-ferrous, armour, woods, plastics, foams, composites and ceramics, and anything else as dictated by the task requirements. Dimensions vary and suppliers should indicate the range of machining capacities available from their in-house capability, eg CNC turning diameters and lengths, CNC milling XYZ capacity, welding thicknesses, etc.

electro-mechanical: New build, refurbish and interface electromechanical projects, concept, design and manufacture, design and manufacture both analogue and digital equipment, PCB design and manufacture, prototype manufacture (Vero board, matrix etc), microcontroller firmware (embedded software), design and manufacture of PC controlled equipment, non-destructive test and evaluation and installation of equipment manufactured, maintenance and repair of equipment.
