Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
The rationale for undertaking a negotiated procedure without prior publication in OJEU is that the CCG’s current provider served a notice in September 2018, after which time the CCG held a series of meetings to clarify the impact of this. Once the position was clarified, the CCG did not have sufficient time to carry out a competitive tender by prior publication in the Officail Journal of the European Union.
