Abstract

This lot will be used to procure transport related ‘service contracts’ operated by taxi vehicles with up to 8 seats.

Operators may join the DPS at any point its validity if they satisfy the selection criteria and none of the grounds for exclusion apply.

Under the DPS, contracts awarded will be subject to a tendering process (mini-competition) with all operators who have been admitted to the DPS being invited to tender. Contract awards may arise from the combination of more than 1 competition and the contracting authority will seek to match offers which give the most economically advantageous result.

ESPD Question: Part 2D — Subcontracting: bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract to be called-off under the proposed DPS.

If you intend to subcontract any share of the contract to third parties on whose capacity you rely on to satisfy the selection criteria, you must secure that each subcontractor completes a separate ESPD (Scotland) response.

The contracting authorities are seeking to invite passenger vehicle operators to participate in a dynamic purchasing system (DPS) which will be used to procure transport related ‘service contracts’ operated by public service vehicles (PSV), taxis, accessible wheelchair vehicles and minibuses including but not limited to subsidised local bus services, home to school transport, sports and excursion conveyance transport, NHS and community care transport.

The contracting authorities are committed to reducing carbon emissions from the delivery of all contracted services and recognise that operators can assist with continuous improvement of our sustainability commitments.

This notice is supplementary to notice ID NOV338351 DOcument ID 561895 published on 26.11.2018 which was the initial advert for the establishment of this DPS. This new notice allows operators to continue to apply to join the DPS through its lifetime.

Bidders must ensure that all vehicles used for any contract awarded from the DPS fully complies with all requirements as detailed within Schedule 2 Conditions of contract.

Minimum level(s) of standards required:

ESPD (Scotland) Question 1.71.1 Insurance requirements

Employers liability: 5 000 000 GBP per claim without limit

Public liability: 10 000 000GBP (as distinct from third party motor insurance) per claim without limit

Comprehensive motor vehicle insurance: 5 000 000 GBP (including cover for self-employed drivers) per third party claim without limit

*Medical intervention insurance 2 000 000 GBP (*if stated within mini-competition)

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance as indicated.

ESPD (Scotland) Question 2.1.1 GDPR

Bidders are required to name an individual within their organisation responsible for GDPR processes and policy.

Bidders must attend any of the contracting authorities required training courses as and when necessary to perform their duties within a contract. Courses will include but not limited to, GDPR, health and safety, child protection, handling, wheelchair and harness, specific NHS courses.

(ii) process for adhering to health and safety legislation.

Bidders are required to support the contracting authorities sustainability ambitions by continually seeking ways to reduce carbon emissions from their vehicle fleet.

Under the DPS, mini-competitions will be evaluated to identify which of the eligible tenders deliver best value to the contracting authorities. This will be based on quality and price criteria, typically in the proportion of quality 10 % & price 90 %. This ratio may be varied for individual competitions under the DPS.

Quality criteria will be linked to the subject matter of the contract and be based on the operation delivery of particular elements outlined in the specification.

The quality criteria will be more precisely formulated at the mini-competition stage and may be varied for individual competitions under the DPS.
