The contracting authorities are seeking to invite passenger vehicle operators to participate in a dynamic purchasing system (DPS) which will be used to procure transport related ‘service contracts’ operated by public service vehicles (PSV), taxis, accessible wheelchair vehicles and minibuses including but not limited to subsidised local bus services, home to school transport, sports and excursion conveyance transport, NHS and community care transport.
The contracting authorities are committed to reducing carbon emissions from the delivery of all contracted services and recognise that operators can assist with continuous improvement of our sustainability commitments.
This notice is supplementary to notice ID NOV338351 DOcument ID 561895 published on 26.11.2018 which was the initial advert for the establishment of this DPS. This new notice allows operators to continue to apply to join the DPS through its lifetime.

Under the DPS, contracts awarded will be subject to a tendering process (mini-competition) with all operators who have been admitted to the DPS being invited to tender. Contract awards may arise from the combination of more than 1 competition and the contracting authority will seek to match offers which give the most economically advantageous result.
