II.2.4) Description of the procurement
The Royal Parks (TRP) invited tenders for an event contract for the operation and management of the Hyde Park music festival for a 6-year period commencing in 2020. The outcome of that procurement is the subject of a legal challenge notwithstanding TRP's position that neither the Concession Regulations 2016 nor the Public Contract Regulations 2015 apply to its procurement exercise. As a result of a settlement reached with the claimant in those proceedings, and in order to avoid a gap in provision of a music festival in Hyde Park and irreparable damage to TRP as a result, a temporary contract has been entered into by TRP with the winning bidder for the operation and management of the Hyde Park Music Festival (HPMF) for a 2-year period commencing in 2020. This notice is published on a voluntary basis notwithstanding TRP's position (as above) that neither the Concession Regulations 2016 nor the Public Contract Regulations 2015 apply.
